SAD and Aqumen Sports Consulting are jointly
developing and implementing a monitoring
and evaluation system for the Football
for Hope Movement. The IT-based toolkit
will help to guarantee quality
programmes on the ground and to accurately measure the results and impact of
the various programmes supported by the FfHM.
The Football for Hope Movement
(FfHM)has been established as a key element of the strategic alliance between
FIFA and streetfootballworld to increase the impact of football as a tool for
social development, peace and social change. The programmes which form part of
the FfHM are child-focused and use football as a tool to promote participation
and dialogue. It is expected that by the end of 2015 roughly 100 NGOs on all
continents will be part of the FfHM. From 2007-2010 the main geographic focus
will be on Africa.
The objective of the FfHM is to
bring together, support, and strengthen sustainable human and social development
in the areas of peace promotion, children's rights and education, health
promotion, anti-discrimination and social integration and environmental issues.
In order to guarantee quality
programmes on the ground and to accurately measure the results and impact of
the various programmes supported by the FfHM, a comprehensive monitoring and
evaluation (M&E) system will be developed and implemented.
The Swiss Academy for Development
(SAD) and Aqumen Sports Consulting have jointly developed an M&E system to
ensure that every facet of the Football for Hope Movement's monitoring and
evaluation requirements are fully satisfied, both now and in the future. The
joint approach combines content
delivered by SAD and an IT-based infrastructure
("Sport+ platform") developed by
Aqumen Sports Consulting.
Programme objectives

To generate a global picture of the impact of football
on human and social development based on scientifically-obtained data;

To focus on the realisation of the MDG's by the use of
those objectives corresponding to the specific emphases of the FfHM;

To develop measurement tools designed to adapt to programme-specific
objectives (such as a programme's emphasis on HIV/AIDS awareness, environment, reconciliation etc.);

To promote capacity-building among FfHM implementing
partners by offering relevant, practical M&E tools, encouraging internal
and external exchange and debate;

To strive for wide applicability by elaborating an
interculturally validated method.
The
M&E system is being developed in a participatory way, involving all the
partner organisations. The organisations came together for the first time in Cape Town. The next
seminar will be held in Lusaka,
Zambia in
January 2009. Since September 2008, the data from the impact evaluation is
collated regularly, in collaboration with the specific local partners in Zambia, Malawi,
Colombia, South Africa and the UK.
A
scientific committee comprised of international experts provide assistance
throughout the duration of the project.
